Meet Premier Tim Houston, the new “strong mayor” of Halifax and all Nova Scotia.


He prefers to govern by decree – by wide-ranging executive orders. Debates, councils and legislatures supposedly give “special interests” a chance to put the “No” into “Nova Scotia.”


In this new reality, local communities are special interests. By contrast, wealthy private developers are altruistic partners.


That goes for Halifax and the rest of Nova Scotia.


It might even include developer Cabot, which is reportedly taking yet another run at a luxury golf course in a provincial park (Cape Breton’s West Mabou Beach) – thus far unsolicited and without a public process.


Such a developer can get more attention, behind closed doors, than elected MLAs or councillors can get in the open.
